Keys and slots are configured on the host machine only. They are never stored in the repo.

Presence checks only. Rule text never leaves the private guardrails folder (D-036).

SEV-1 Immediate alert - the operator is notified right away.

SEV-2 Throttle or halt class - the affected lane slows down or stops.

SEV-3 Self-heal class - the system retries and recovers on its own.

SEV-4 Log-only - recorded for later review, no action needed.
